Who was the only government representative who did not support war with Japan?

Charles Lindbergh was not an elected representative but he was pro-German and supported the Eugenics of the Nazis. His grandfather, who was a congressman in the 1910s had voted not to go to war with Germany in World War I. Charles did serve as a civilian consultant in the war against Japan after the war began because President Roosevelt refused to reinstate his military commission that Lindbergh had resigned from in 1939.
