Should government break up oil companies?

monopolies & oligopolies for these oil companies are driving up prices for the consumer. Can they still make arguments for efficiencies in consolidation? if they blame events out of control such as refinery shutdowns & fires, then why are their profits skyrocketing? If they say they need the $ for exploration aren't a lot of the profit still going to shareholders?
