If public schools charged a deposit, would the kids be more motivated and apathetic parents involved?

Private schools brag about how great the kids preform, which partly is because the parents paid a tuition check and is after the kids to do good work. (That and they can fire a poorly preforming teacher at will.) Public school parents should be as after their kids but don't always do it. Lot of parents these days don't care. So what if the charged a $500 deposit per semester that they get back if academic or attendance goals were met.
